Transnational model, strategies & decision support for innovative clustersand business networks towards green growth

 

GRASPINNO project is co-funded by the European Union through the Interreg MED programme 2014-2020 in the framework of the first call proposals for modular projects, priority axis 1.1. The project, started in November 2016, aims at increasing transnational activities of innovative clusters and networks of key sectors of MED area under the Community of Green Growth.

The GRASPINNO Consortium is composed of 12 partners from 7 Mediterranean Countries (Greece, Italy, Slovenia, Cyprus, Spain, Bosnia Herzegovina and France). The project aims to provide innovative green procurement solutions for energy savings/efficient refurbishment of public buildings, focusing on smart cities and communities. Project’s main goals are to improve Public Authorities’ (PAs) capacity of managing buildings energy efficiency, moving towards nearly zero energy building, and to encourage SMEs to enter the green energy market.

Activites

LEAD

Lead to the creation of a platform for supporting public administrations in the management of electronic Green Public Procurement (eGPP), integrating and standardising already existing tools;

TEST

Test this platform through 10 pilot actions to be developed in different geographical areas. Pilots will help public administrations to define best energy solutions for the refurbishment of public buildings, to plan green calls for tender through such an eGPP platform, and to publish and award calls for tender according to the rules of each country

TRANSFER

Transfer project results to all GRASPINNO countries and MED area through specific training

REALIZE

Realize a road map for a large-scale platform utilization promotion

ORGANIZE

Organize Living Lab for transferring information to local stakeholders, in particular to Municipalities, for the realization of Sustainable Energy Action Plans (SEAPs)

    Creation of an ecosystem of SMEs specialised in the supply of components and systems for buildings refurbishment, able to participate in calls for tenders opened by national and international Public Administrations

Background

  • GRASP

    Project GRASP “GReen procurement And Smart city suPport in the energy sector” of the MED programme was funded by national funding agencies, participating entities, and the European Commission through ERDF. It was a 27-month project with a budget of EUR 2.234.991 (ERDF co-financing: EUR 1.474.203, IPA co-financing: EUR 256.700 and National public co-financing: EUR 504.088).

    The objective of GRASP was to increase the potential of MED Smart cities in organizing and developing Smart and Green e-Procurement processes with a focus on renewable energy sources and energy efficient solutions. The development of an advanced green transnational procurement system empowered the cooperation between the MED public administrations and SMEs involved in adopting innovative solutions in the energy sector while enabling them to better meet their carbon reduction commitments by 2020.

  • TMN

    GRASP Transnational Mediterranean Network (TMN) is one of GRASP outputs that will be upgraded and used in the frame of GRASPINNO.

    Its main aim is to establish a communication between stakeholders, public agencies and experts in the fields of EE, RES and everything that concerns Public Procurement, i.e. EU and national legislations, green criteria, good practices of e-GPP etc.

    The identified key actors will be invited to join the GRASPINNO TMN in order to communicate, exchange knowledge on topics relative to the project objectives, and get informed about project activities, events and results. In the frame of GRASPINNO the role of the TMN will be upgraded as it will be key in establishing communication and cooperation amongst eco-innovation entities participating in e-GPP processes, energy efficiency and renewable energy sources technologies and products, emphasizing on public building refurbishment and public lighting
